This document is designed to help Utilities—including investor-owned utilities, municipal-owned utilities, and rural electric cooperatives—coordinate their programs with federal and state agencies seeking to expend their Inflation Reduction Act and Bipartisan Infrastructure Law funding on residential markets, especially the income-qualified segment. Coordinating multiple financial resources can dramatically increase the scope and achieved energy savings of a project, and many utilities may attribute the entirety of the project's energy savings toward their program goals.
